There is an icon there as soon as the DLC is activated. Make sure the DLC has a tick next to it in your main Steam window for the game and then verify file cache. I have reinstalled it, but yes, when I first installed and when re-installed it was there. I am currently using a level 26 character.

So I have installed the dlc and the radio station is there, the quest starts, the location is on my map and I can see it in the distance, but whenever I get close it says I can't go that direction and I hit an invisible wall.
For those in the know, when you complete the “Open Season” mission in the Nuka World DLC, you free the Traders who live there. All is well, but things get…weird. See, when the Raiders took over Nuka World, they put slave collars on the necks of the Traders who lived and worked there.
